Promised a pre-auth credit card for $37

Because I am a spouse of a union work, i guess that makes me one too because our health insurance is thru them. I received in mail a offer for a pre-authorized credit card, for a 1 time fee of $37.
I wrote a check.
When I received the card in the mail, it was not a credit card it was a card to use on speciality items in a catalog. I called right away. I was told on the phone, that they did not understand how I could make such a mistake. They proceeded to tell me that if I sent back entire package, not just card, I would be refunded my money-but only if I sent back entire pamplet packet with advertisements and other things they would of liked me to buy-that was the only way I would receive reimbursement. That was February I never received my refund check.
