Answered call & immediate hang-up... Wastes minutes on cell...?? This is a long distance call, which may be a tracking or geo-location tactic by the government.
Most likely... Adware if not police.invasion of privacy since new laws about listening & recording all citizens activity on cells, internet... Etc.

Complaining of this to... Whom is futile, becuz canadian police can...???
