Stealling consumer's money - Stealing consumer money

I got check from Canada bank in US dollars.US bank charged me exchange rate at 0.96 as total of $264.11 on me. I went to us bank office in St. Louis, Missouri asking to correct and credit this amount back. After a whole processing investigation, they called me next day and explained even they got US dollars from Canadian bank, they still charge me Canada dollar to US dollar exchange as of $264.11, because it is Canada bank, not united states bank.US dollars saved in other countries bank are no longer us dollars? How American people do their internation business? Is this legal?
