Free Medical for seniors from Goverment 70 and ove

I lost my employment, share a mobile home with my hard of hearing mother who is 79. I on the internet looking for help and work, recently lost my employment, phone rang person on the oter end had an accent, explain federal goverment was issueing a card FREE, at first I thought the person meant me than asked for mom, anyway they had information, my fault it was late and I thought it was ok, with mom's permissise gave the check information, the person said the card would be here 4-6 weeks and was a charge if she wanted more benefits. Recently saw that $447.34 was taken out of her account. Tried calling them back later the night the call came, voice mailed, called when we found the money taken out, voice mail, called our credit union gave a number to call and will be going to the credit to sign papers, we thought it was confirming another medical card she gets, it was hard to understand with the accent, but caught enought that is was free, went as far as I can until yr is open, the payment was for extra benefits, other wise the card was free I had them repeat some of the important conversation, so I know it was to be free without the extra benefits which we did not ask for and no card yet, There were not authorized to take out any money.
