So somehow I see on my statements charges from Alliance Network. I did not make these payments to Alliance Network, and I don't even know who they are. So I made some phone calls to the Bank, they gave me Alliance Network's number. I then called Alliance and spoke to a rep who was very nice and pleasant to speak to. He looked into the issue while I was on the phone and found out that it was one of their clients who placed the charges. Alliance is a payment processing consulting firm so the rep gave me the phone number for the company that actually made the charges. I then called them and they promised to refund within 3-6 days. It's been 5 days and I received the refund.

So my conclusions are that Alliance Network is not a scam. They are just a payment processing consulting firm that provide services to third parties. It turns out that one of their clients placed unauthorized charges.
