Refused to give a refund for fixture ballast purchased the store worker sold me the incorrect ballast for my fixture

I requested exactly what I was told to buy a T4 - 32 watt ballast for my kitchen 2-light fluorescent fixture. The worker behind the counter went to check and said that he only had one ballast left. I reiterated again what I wanted a T4 - 32 watt 2-bulbs fluorescent fixture ballast the worker said yes you can use this. I paid the $22.64 amount in cash and left the store. When my electrician looked at the ballast it was not the right one. The ballast is for outdoor use and not the right size for my fluorescent fixture. The A&C Hardware store worker gave me the incorrect ballast for the fluorescent fixture. The wires on the ballast were not connected nor touched I have the wrapper.
There was no sign at the cash register to inform the customer that this was the case nor were we told by the worker that the item was not returnable the ballast was sold just to make a sale - we were not informed before the purchase was made. I went back 2 times to try to get back my money. The hardware store is at fault - to sell items and not tell the customer there is no return on the item, fraud is a crime, every store has a return policy or credit in the store the law says that the customer has to be informed written and verbally - there is no sign at the cash register.
