Scammed. Didn't deliver book purchased, won't answer phones or provide a refund

A door-to-door salesman stopped by my house selling subscriptions and books through UDMG to "raise money" for him to achieve his vocational aspirations. I purchased a book that was supposed to be delivered to my house within three months.

My book didn't arrive after two months so I called the phone number from my receipt. No one answered and the answering machine said "they would not return calls from voice messages." I persistently called until I got an answer, but was told by a man that I had to wait the full three months before I could claim my purchase as undelivered and get a refund.

It has now been five months, and I cannot get ahold of anyone at this company to get my refund. They won't answer the phones. My book never arrived.
