ANC North American Division Award Notification for $2 million requesting I send in $11.89 payable to ANC

Obtained a notice for an award notice for $2 trillion. I replied but "decided out" of submitting $11.89 to ANC. A few months later I obtained a follow on notice concerning a "Cargo Status Advisory" declaring that I forgot to email within the $11.89 which I'd now-not qualify for the $2 million reward. Recognized it was a ripoff and so I submitted this statement.
