Instructor withheld final exam for cash only payment for a shirt with the company logo on it

Application for the course did not include that after the first payment only cash would be recieved, nor did it state that a 12.00 fee for a t-shirt would be charged in addition to the course fee of 350.00. When 6 students did not have the 12.00 cash only payment the day of the final exam, the instructor withheld the exam until students borrowed the money amongst other students in the class. Also sharing personal medical issues between students/parents due to the inability to remember which child was which throughout the entire course.
