Windshield was broken

When we was coming from Raleigh N.C. There was a crew of men working on putting up some rails for a sign, it sound like they where drilling something hit our windshield when we pasted them. This happen about 12:16 pm as we where riding I looked at the windshield and notice a crack in the windshield it started running down the windshield, we pulled over on the side of the road and got out of the car and notice it was a crack in the windshield so we had to go aways to turn around to get to the crew that was working on the side of the ride, when my husband told them about this, they stated that was impossible, that what we was doing effected your windshield, it is not our vault and I just do not believe you, so they got in their vechicles and raced off look they knew they had done something wrong. Because as we was going further up the road we show them pull off the road, we assume to discuss whtat just happen. So i asked my husband to get a number so we can call someone to discuss what just happen, when we contacted Chris Fletcher at 12:18 pm he said he had to call us back in a hr. Well he called us back at 12:49 pm and stated to my husband that they was not paying for anything about car, and it just did not happen. Well we was very upset about this. So who can we contact about this, if this is the way our people that work on our roads feel about North Carolina citizens they do not need to working, for the state!!!
