Improper Quote for Repair Visit

I called the online number to set up a call. The appointment setter tried to sell me a $250 package for the repair. I explained all I wanted was a service call and estimate and she quoted me $75 for that. The tech arrived and quickly discovered a airblock in a line which fixed the problem. No parts were required. He then presented me with a $139 repair bill which I refused to pay. I offered a check for $75. He asked me if the person on the phone had an Indian accent, suggesting he was aware of similar problems.in a quick online search I found 3 other complaints about aefactoryservice with EXACTLY the same story. I called the resolutions hotline at ae this morning and was told I'd "forfeited" my rights by not paying the whole bill and that there was no supervisor or higher level person that I could speak to on the phone to resolve the problem. He provided an address to which I could send a letter. No website, email, or phone number. I'm perfectly happy to pay for the work as quoted. This is a clear ripoff of which the company is well aware.
