Food Not For Human Consumption

During a recent visit at CCA's Whiteville prison I was told, by a prisoner who worked in the kitchen area, that packages were marked "not for human consumption" and were being used to prepare meals for the prison population. While I know prisons are not supposed to be luxury facilities, why are they being fed something that isn't even fit for animals?
