How can a company that doesn't even exist falsely charge and remove funds from your account?

Well, on June 19th, onlinepulicart.com did just that. It appears that several if not hundred or thousands have been ripped off. It may only be $10.67, but those little charges can add up to millions in one day.
Why can't our government do something about this?
