Onlinepublicart ripoff, fraudulently accessed my account without my knowledge. Mexico

Upon receipt of my bank statement I noticed two payouts that were not authorized or even known by myself. Both of those payouts from my bank totalled $10.76.
Identity theft??? If that's what this is I call it just plain ripped off without recourse.
