Run Around

I've tried for a couple of months to get my deceased father's death certificate from TransUnion. I contacted all 3 credit bureaus to advise them of his death, asked them to put a note on his file, and asked for a copy of his credit report. I sent an original death certificate, copy of the Power of Attorney, copy of the court paperwork making me executor to all 3 credit bureaus. I received a copy of his credit report from one of them immediately. However, the other two wanted a copy of my driver's license, social security card, or other documentation indicating that I was who I said I was which is perfectly understandable. I then received a copy of his credit report from the second credit bureau. I've since been getting the run around from TransUnion. Their first letter to me indicated that the credit report was enclosed, it was not. With each of their three letters to me responding to my request they come up with a new requirement. I don't understand why they can't outline their complete/specific requirements upfront. It's been totally frustrating.
