Refusing to give Medical Records!

I asked for a copy of my medical records numerous times and Dr. David Berlin M.D. To supply me a copy. I did not owe him anything and he had no right to refuse me. I had found out that during the time while I was his patient my bills were not being submitted to the 2 insurance companies I had. After the 2nd year of the incorrect billing I was concerned on how his billing practices where. I thought it was in my best interest to stop seeing him because I did not know what I would be responsible for his billing practices. I did mention my concern to him both verbal and in writing and Dr. David Berlin still did not care. Even if it was against the law to NOT give me my medical records!
