Rip-off! They're not living up to their promise of refunding everyone's money

If you live in Ct., it's no secret. How well is Agbar living up to their promise of refunding everyone's money that was spent on a faulty emissions test? Well for me and my 1983' Ford L.T.D. Wagon they are not.

After weeks of calling AGBAR and getting the brush off because the head of Agbar had to confirm my claim with the head of D.M.V., I ended up waiting for weeks to only get the excuse that the head of DMV was in a meeting but that everything looked okay on all of my faulty readings and I should get the $263.00 that I spent back.

The next day I called them back, (the customer service department), in which I now know people on a first name basis, and find out that they had made another mistake and my claim for a refund was being denied because they failed to read on the top of the report which say's what type of vehicle I had and that they were only refunding money to the people that had light duty trucks.

Today I just got off the phone with phone with a division manager and they said that the software
problem was intermittent and it was working fine when my car was tested, therefore it is my cars fault not their computer. This seems to be a convenient excuse.

My question is has anyone received any money back from these people yet, be it Agbar or D.M.V. And how can I prove that it wasn't my cars fault and it was falsely failed?
