Charged for Items not Received

I placed an order for 6 items on 11/19. I received 3 of those items on 11/28. The order summary showed that all 6 items were shipped and I was billed $285.00 for all 6 items. I called customer service on 11/28 to explain to them that my order was short and their response was that their system was down so they could not check to see if the items were on back order or out of stock and for me to call back tomorrow. Normally when something is out of stock or back ordered they tell you on the shipping docs and do not bill you until the items shipped. I have called them daily to inquire and the response I have been getting is that the ordering system is down. I have contacted WFNN bank (newport news credit card issuer) and they have advised me to write them a letter to dispute the charge for the items not yet received.
