Contractor Unable to Provide

On 9-9 I signed a contract with R&M construction / Fort Worth Tx. After signing contract and a deposit of $1500.00 exchanged hands i was told it would be 3wks they were behind. Waited 3 weeks and i had to call them was told it would be 2 more weeks. At that point i realized they were not dependable and filed a complaint with BBB. After R&M was contacted by them I finally received a call and was told i would be refunded my deposit Minus 10% cancellation fee but it would take 14 days. I agreed. After the 14 days she texted which stated the money would be in her account on 10/22 and i would hand receive my money on 10/24 (Monday). She texted me that Monday that her Husband would met me 10/25, but He never called to set up meeting. Since then she wont return calls or answer my texts. When i get a response to a text it's from a sister or other family member and their response is i will pass the message on. Today is 11/24 and still no refund. The BBB closed the case as unresolved. The logo on their ad has a Christian symbol but the actions reveal differently.
