Romantic quest turned into asking to send money overseas Interney

First this person said he was in love with me. Then I got this email about a contract he got:

This letter of approval is to formally approve the contract for the construction of a 70km earth road, costing the sum of Nine Million Dollars ($9,000, 000.00), which is to commence on the 26thJun. 2011 and ends 20thJuly. 2011 to Colins Mark Investment and Construction company.By the terms of this contract. The contractor Engr. ColinsMark is to start the construction within the stipulated time, and will receive 30% ($2,700, 000.00) of the contract sum as first payment and will receive the balance of 70% ($6,300, 000.00) on completion of the project. And they need mr Colins Mark urgently for the contract.
All tax will be paid by Colins Investment and Construction company to both the Federal and State government of Spain.

Then he told me when he got to Spain that he was caught in customs with his daughter crying with no food or water because they kept all of his money because he brought too much money and it would take 10-14 days could I send him 2000.00 to Spain right away and he would pay me back.

At this point I realized I was being scammed a single mother with two children would certainly be intrigued by the amount of money this Mark Colins says he made as a civil engineer. Watch out on Match.com!!!
