A/C Installation

This person told me he have a license to install A/C units. We settled at a Price of $4,300 to install a 3 tons unit at lower floor and a 1.5 unit in the upper floor of the house. I gave him $2000.0 cash as deposit, and a week later he installed the 3 ton unit at the down stairs floor. He ask for the additional $2300.0 to complete the upstairs 1.5 ton unit. I gave him a check for $2300.0 when I saw him at the Home Depot 8/26, and he stated he will complete the job on Monday 8/29. I called him and he stated he had illness in is family. To cut a long story short, he took the all the money and did not came back to finish the job. I think I made more than 70 phone calls to his phone but always get the answering machine.
