Bill too High-Meter Changed

My normal electricity usage is around $60.00.in the month of September the bill went up to $203.00. The average usage is 198kws and in this bill it went up to 770kws. I find this to be excessive considering that the only appliance running all day in my house is the refrigerator. I leave for work at about 6:30 am and return at about 6:30 pm daily from M-F. I am the only resident in my house.

I called the Authority to complain and the information was taken and was informed that they would investigate and inform me. The only notification I received was a new bill for the same amount and a charge of $30.00 for the investigation but noone came to my house. I would like to know why was the meter changed. I have taken the reading for this month so far and the usage is from the time I received the bill and it is 210kws and the month is almost over. This is more likely my usage.
