I utilized a site for $1.00 to check a VIN number on an ATV purchase and they began charging me $18.95 a month in June. I noticed in September and cancelled it but was told I had to write back to them on September 21st to get my refunds that they could not process at that time. Once I tried to do it on Sept. 26th 2011 the site was no longer available.
