Illegal Towing

We came to the Cesar's Bay Shopping Mall, I parked my car and went to buy ice cream for my son, after 15 min, while we were eating ice cream, my car was towed. Some guy (without showing any ID) said he a property manager here and my car towed, so I have to call at this number. I called, lady said her name - Maria (just Maria), she told me if I want my car back - I have to pay $190 and do not argue with driver. Driver refuse to use a credit card, so give him a cash. Towing car without any reasonable explanation, at least police must be present, that's a crime - I feel like I paid ransom for stolen car. I called to the owner - spoke to some "manager" without name, he just laugh at me, I tried to explain him situation. I have a witnesses of that crime.
