Refusal to Correct Account Balance

When we moved into our condo, the previous owner had a significant outstanding balance (unknown to us at the time). We went to one of their offices to start the new account and were given a credit for the previous owner's balance and we paid the first month's corrected bill with no issues. The second month's bill came and they had switched the credit from our account to the previous owner's account (thus dumping the previous owner’s balance back on us), and have acknowledged that this was their mistake and that the credit should be switched back to our account. Four months later, we are now unable to get them to give us a corrected bill showing the correct balance after they apply the credit (that they have now applied to the wrong/old account). They have indicated that they would put a hold on the account so that the late fees will not continue to be applied and had promised to send a certified letter that would explain the situation and a resolution, but late fees continue to accrue and no letter has been received.

The current bill, with the old owner’s balance and the late fees is now just under $1,000, which is a hefty bill to pay and then hope to resolve later. What are our options for getting this resolved?
