Did Not Receive Products

I ordered 2 Chica Dolls on May 20. I have not received them by August 18. I emailed a person identifying themselves as Debbie Kirkpatrick at fireflyest@yahoo.com. She said she had some personal issues arise, her sewing machine broke etc. Etc etc. Then she kept saying she would ship the dolls by the begining of the next week. They never arrived. So I requested a refund. I still haven't received a refund. I t ambeginning to hink this person is a scammer and I am considering filing a consumer complaint with the Attorney General or National White Collar Crime Center.
