Billed for Phone Number That Was Never Turned On

On July 6 I ordered phone service from AT&T they stated that the could not turned on my old phone number on July 12 I got a email bill for the number they could not turned on for $49.15. Than on July 9 they give me a new number but I told the the phone never worked. I called a csr and she put me on hold from 8am to 2pm and when I finally talked to her again. She told me the phone don't ring inside the house. I told her to just turn the phone off. Now they sending me another bill for $58.08 but they claimed that both numbers been on the same line at the same time.
