Top Cash Pawn is at 4715 S. Congress, right across from the DPS offices where tons of people have to go to get license
renewals, etc.
DPS has a tiny parking lot and the pawn shop has a huge empty one, but the owner of the pawn shop has a contract with a towing company (Austin Express Towing) to tow anyone who parks there. If you drive down Congress, you can see the tow
trucks lurking down the street just waiting.
What a moneymaker - $200 for every tow and they got several while I was there.
