Too many items policy review

I find it very annoying when I am on the check-out line that says 20 or less items & the person in front of me has a lot more than 20 items. When I mentioned this to the checkout lady, she said that they are not allowed to deny the person access to that line. This is ridiculous. We not enforce this policy? The cash register should automatically shut off at 20 items and have this statement posted on this check-out aisles. Let's try to be fair to all of your customers. Also, how about a cash only check-out aisle. That would be a great idea.
