Phone bill 16 years ago!

The corporation (Profile Restoration) maintains calling for my spouse, in regards to a telephone bill, he allegedly didn't spend in 1995, I've never received a bill or any part of the email, declaring that my husband owes this income. I've no evidence he actually owes $104.00 on the telephone bill, I do want to understand when the sculpture of restrictions are out, may they nevertheless attempt to gather after 16 years? Are they permitted to claim with me about my partners intended debt, that people have understand concept or evidence about? Once they named they offered me a telephone number (witch I've never had and of the diverse region code) blaming they'd spoken in my experience in 2008. I told they which was not the case, he then changed his tale. I'd prefer to understand what I ought to do about that scenario? Can it be scam? Actual? What must I do.
