Walmart billing customer with fictacious credit card

My dad has recently been receiving creditor calls from Walmart about a credit card with a balance that is not his. He has near perfect credit and has never applied for a credit card from Walmart. Walmart customer service initially told us that my dad's birth date did not match what his actual birth date and that it was suspicious. Two weeks later they indicated that his actual birth date was what they had on file. They lied to to us! They are actually billing him off of a hacked database that was compromised via Montgomery Wards in 2008 (They own it now) and and expect to him to pay them anyway.

There's more. I suspect that Walmart executives know about the hacked database issues but prefer to just collect the bogus credit card accounts from innocent people anyway. Here's why. They told us that the company that has put charges on the account come from a sole source called "Home Protection Club." Who the heck is that? I looked it up. These guys have no web site. No listed phone number, other than the number given to us by Walmart. It's 800-621-5141. I did a reverse lookup and found nothing. That's astounding. Did a Google search and found nothing but scam scam scam scam. Now its obvious that there's been some fowl play here but why is Walmart ignoring it. Why does Walmart refuse to investigate? We have asked them to. They just keep bill us. One thing is certain, however, Walmart cannot have a copy of my dad's signed application because he never filled one out, for them or Wards either. They could learn this with a little leg work.
