Declined Order - Charged Credit Card

I bought from www.spyera.com using my credit card a software. They are claiming on their web-site they are contracted with PLIMUS and they are working under this company. They sent me one mail (from plimus) saying my order declined because of inconsistent contact and assuring that my credit card wont be charged. The result ; money taken i have no software. Their mail as in below. What to do with this unhonored company?
