Health Code Violation

I noticed that the EEs were not wearing gloves while handling my food. When I question it, they just looked at me, like they didn't understand what I was saying.By the time they put gloves on, it was too late. They had already handled my food. For all I know, they contaminated my food. Is not not a health code that anyone handling food, must wear gloves, especially with all the diseases around. This is a facility, where they employ people that can't speak or understand English and should not be waiting on customers if they don't understand what the customer is saying. The orders were not even correct. I asked the manager the same thing I asked the counter person, and she did not understand 1 word I was asking. Are these EEs even legal to be working in the US?
