Clutch failure at 23,000 miles in my 2007 Scion TC

My 2007 Scion TC has only 23,000 miles and my clutch has failed. As I was driving my car home from work, my car slowed down to a stop. I contacted Ventura Toyota to discuss this failure and they insisted that I pay them $500.00 as a diagnostic fee. I explained to them that this was not something that would occur with normal wear/usage. I believe that there is a defect in the clutch assembly that is responsible for the malfunction and need for repair. I have asked them to waive the $500.00 and they have refused.
