Unlicensed Roto Rooter Plumbers?

It is alledged in Superior court of Massachusetts that Roto Rooter sends unlicensed Persons posing as Plumbers to jobs in Massachusetts that require a Licensed Person. Its also alledged in Federal court that they force thier employees to cover the cost of the buisness by making the emplpyee carry the cost of the buisness by buying thier own company veichle and gas, oil, insurance and tools. They continue to do this even though its against state and federal law.
