ULS stole money from my checking account, I selected "decline" before exiting

I was looking for a "payday loan" and selected to "decline" a membership in ULS.

The following week $49.99 was deducted from my checking account by ULS.

I called ULS and requested a refund, and was told to fill out a form on www.ULSrefund.com. This a did three times before they accepted the form.

Then ULS requested me to use www.ULSrefundStatus.com to verify some data.

After three more days, I called ULS and was informed the my request for a refund was denied.

This is a scam. How can this company be stopped from doing business.
