Where's my ink

Ordered ink carts. On the 2nd of Jan. Today is the 20th, still no ink carts. Have called, emailed, once, someone picked up the phone, said it's on the way. Called again today, no reply.

Is it to much to ask, to recieve the merchandise I have been charged for?
