Billed for the wrong electric meter for 11 months and NO action from PGE

We moved into a 2-unit flat on 2/25 and found that our Pg&E electric bill to be very high in May. We called PG&E and a PGE technician came out and found that the meter was switched and we were billed for the wrong meter. Our billing acct# is 5671871021-5; they are billing us for meter 76N363, when the correct meter is 76N434. We have made repeated calls to PGE since May received a "critical" priority ticket# 7836052121 on 12/29 and was promised an answer by 1/5 and still NOTHING HAS been DONE! PGE is committing fraud, owes us money and is ruining our credit. We are mandarin speaking and have to work with a translator; it has been frustrating, we are paying portions of our bill, but PGE really owes us money. We are new immigrants from China with a newborn baby. This has been extremely hard on our finances. Please help. I give you auhorization to call to PGE on my behalf.
