Merchandise paid fpor but not received. Refused refund

I ordered a Fo. Rever 21 gift card as a Christmas present on 12/10. I has not been delivered to me yet but the companyrefuses to give me a refund even though it didn't come in time. The company claims it will be delivered today and they have a no refuns policy. I am a 71 year old women who would not shop a their stores, the kater to teenagers. I have no use for there $100 gift card now that Christmasa is over. This is a very poorbusiness practce. Where do I go from here I still dont'have the card.
