Owner doesn't pay his staff

On numerous occassions the boss doesn't pay his staff as scheduled. He will promise by the end of the week and when it comes time he doesn't pay them. The gas has been turned off and they are working with propane and I have stayed there because there are no jobs around so I go to work and hope to get some money when I can. But this is no way for any of us to live..
