Attempted surprise phone bill charge

Www.pdfebook4u.com said they were a free download for a book I wanted to send to scholarship students. First you had to answer a ridiculous unrelated question (what was your favorite McDonald's food). Several menus and many personal questions later, they were still insisting on a cell phone number, which I don't have. To get past this problem, I put in a number at random. I then had a screen that said they charged $9.99 to my cell phone bill. This was for the free download. Nowhere did I read of a monthly charge of $9.99 or any other amount, until it was a "done deal".
