Stole my money instead of publishing my book as agreed

They could not publish my book as agreed. Blamed it on me! Will not return my money. They keep the money and I have memories of being ripped off!
Very long story, too long to write or you will be bored!
Who oversees Print On Demand Internet Publishers?
They seem to be able to do whatever they want because no one goes after them. Attorneys are too expensive, like throwing good money after Llumina again and again!
