John Edwards Foreign speaking Scammer threating criminal action

Very thickly accented foreign male who id'd himself as Officer John Edwards/Ackwald? (can't understand) left a lengthy voicemail which sounded scripted with accurate address info and accurate last 4 of ssn#. Stated he was from US Investigations Bureau, Crime and Prevention Dept. Very difficult to understand, very vague explanation of a criminal investigation would be started if he was not called back. Did not explain any details of the purported investigation, and recommended retaining legal counsel if we wouldn't call him back. Then wished us good luck. The phone number is unpublished, but is the same as at least one other reported scam online. There was alot of noise in the background as if the call originated from a call center.
