Artur Gontowicz has organized an international scam scheme to steal money by offering debit cards online (http://www.talkgold.com/forum/showthread.php? T=290007).
He gets free Visa Electron debit cards at his local bank in Wroclaw on his name and sells them as "no ID required debit cards with IBAN" for $50 each to anyone in the world. Each card can hold aprox 700 EUR at a time and he had many customers ordering dozens of cards! He then lets his customers load the cards for few times so it looks like everyting is fine. However because he has 24/7 access to the balance on all cards he waits until many cards have good balance on them - then he goes to the bank and claims cards are stolen. Bank has nothing else to do but to give all money back to his account because he is a registered card owner. He never responds to the scammed customer anymore, or makes excuses that some limits have been breached and doesn't answer for months.
The above is exactly what happened to us, he scammed us for several thousand EUR. He also scammed many other people with similar methods (talkgold forum). When we told him we will sue him he started with threats that it is illegal to have these cards outside Poland and that we should beware, etc... He is ignoring all contact attempts for the last several months!
