Cost of Postage

I received a pack with Mint Stamps and supplemental sheets for the hardback book. I would have like to kept some of the stamps but was not able to break down. You had to take everything in the package. Postage on the envelope was 34 cents but it cost me $2.75 to return package. What is this about? I would like to receive a credit on my next order. Also, do not send these oackages on approval without a return envelope postage paid. Thank you.
