Penalized on my gift card

I had $28.63 left on my gift card and when I went to use it they would only give my $22.76. I paid $50.00 for this card and the restaurant told me maybe it was because I hadn't used it in a long while. That's pretty stiff interest. I will not buy another card and I will tell all my friends not to for fear of being penalized for not using soon after purchasing it. What a rip off.
