HBS Billing Services Third Party Charge on Frontier Phone bill unauthorized

Received my phone bill 7/22/10 from Frontier (Verizon). There ia a chage of $14.95 fromStreaming Flix. Never heard of them. Called and cancelled and asked for a copy of the order form. Like the new post they had the last 4 digits of my credit card. Called Frontier to see I could block third pary charges. Seems they can't so we the consumer are easy targets for internet fraud.
Anyone have any suggestions?
