Www.maxpuppies.com sent me sick dogs with hip dysplasia and heart murmur! Would not refund

I decided to order a dog from carlos at maxpuppies.com. He promised the dog was in perfect health and akc registered! The dog ended up having hip dysplasia and a bad heart murmur!!! He refused to refund me my money ($2000) and he said that his vet said the dog was perfect. So out of no where the dogs heart and hips went bad. On top of that he sent me a dog that wasnt even the same as the one i picked out! After bringing my dog to a specialist the final outcome was bad genetics. Bad breedings. And o yea i never got my akc paperwork from him which im assuming is a lie. I reported him also to the akc because i believe he is not a registered breeder. Just because he has the logo on his site means sh*t!
