Over charge

I recently received my slap chop order that was advertised 2 of each for 19.95 plus shipping and handling. At the time I ordered, the Canadian currency was at par or if at all, only slightly below the US currency. To my amazement, my Visa was charged more than $80.00. I feel that I am entitled to a refund, or 2 more sets of the slap chop free. My order was made within the time limit stated on the television advertisement.
