Why now why here and why so slow

Are they transfering tracks during rush hour. Correct me if Im wrong however it seems they could handle this faster at a less busy time of day. It was a 15 mn wait at two busy inetersections at least I have seen them take longer at every intersection. Can they avoid further work an d get paid more if they stall. Im guessing yes. It was 85 and muggy very uncomfortable to be stuck waiting for a train. Transfering trains from track to track multiple times and slowly in the middle of a big town is something that threatens police fire and ambulances from traveling expediently. There seems very little respect from your employees for this consideration not to mention little repect for the 100's of cars stuck for at leat 15 minutes X 4 or 5 times every day.
